An outcry by city residents and the Governor for NCD, Powes Parkop over the disturbing rise of law and order issues in Port Moresby has seen the permanent appointment of Benjamin Turi as the new Assistant Commissioner of Police for NCD and Central Province.

Today, the NCD and Central Commanders met at Boroko Police Station to witness the Hand-Over-Take-Over of Command from ACP Northern Command, Peter Guiness to newly appointed ACP NCD-Central, Benjamin Turi.

Guiness was brought in from Lae to take charge after the collapse of Command that lead to the “Black Wednesday” riots in Port Moresby.

On January 10th, 2024, dubbed “Black Wednesday “, Police personnel had protested against huge cuts in pay and subsequently abandoned their duties.

Opportunists took over, causing riots throughout the city with a number of shops burnt down and several deaths reported.

After ten (10) months of acting on the post to regain control and command in NCD, Guiness handed over the reigns to return to his substantive position as ACP Northern Commander, looking after Eastern Highlands and Morobe Provinces.

Guiness acknowledged the support from all the Police Station Commanders (PSC’s) and heads of divisions in the NCD Command for their support in ensuring that stability returned within the police force.

Moving forward, with collaboration from the NCD Metropolitan Command, the Australian Federal Police (AFP) and National Capital District Commission (NCDC), they have formulated a new policing approach to ensure all Police Station Commanders take charge of their areas of command effectively.

Part of this approach is to ensure all the Police Station Commanders are involved in Management meetings and relevant trainings to up skill them as Managers.

“I want all the Police Station Commanders in NCD to become part of the Management team so that we can all sit down together and discuss issues that are affecting the Command,” Guines said.

Taking on from where his predecessor left, ACP Turi said starting Monday, he will meet with individual PSC’s and the Metropolitan Superintendent Commander to discuss respective areas of Command.

“We will revisit the duty statement of each and everyone of you. The Station Commanders you have a very big role to play.

“We will look at the duty statements from the PSC’s down to the operations on ground,” Turi said.

Another aspect of ensuring command is taking control of disciplinary challenges with each Station.

PSC’s were encouraged to ensure members of their commands are disciplined if they step out of line.

“Discipline is good. If you don’t discipline your men, you spoil your men,” Turi stressed.

Witnessing the HOTO was NCDC Chief Executive Officer, Dr Newton Albert who announced that with this new plan in place, NCDC will be announcing its support to Police next week.

The support includes fuel and logistics to help police tackle the escalating law and order issues in the city.

Police in NCD have been directed to identify a man who was seen in a video circulating on social media poorly dressed in a police uniform and carelessly carrying a weapon around Downtown Port Moresby.

NCD and Central Police Commander, Anthony Wagambie Jnr, who gave the directive said the actions of this man whether or not he is a police officer is a total disgrace to hard-working members of the RPNGC.

“This is unprofessional and unbecoming. I have directed the Metropolitan Superintendent and his officers to find out who this person is and have him dealt with if he in fact is a serving member of the Constabulary.

Wagambie said when he first took up the position as Divisional Commander NCD/Central, he made it a point in his first parade that police would have no room for ill disciplined , unethical and unprofessional behavior from serving members.

“I also said I will make it my business to get rid of criminals in police uniform,” Wagambie stated in his social media post.

Since then the NCD Command made significant improvement, with quick attendance to public complaints, instilling command and control, and general operations. There is still room for improvement.

Wagambi said however, such actions by individuals become a hindrance to progress.

“I am seeking assistance from members of the public who may have witnessed this incident to make contact with us and assist us to identify this man. Let us help to make the Constabulary better by weeding out such.

There is no room for “Raskol , Mafia or gangster Police!”. We will get rid of them like others who have been previously dealt with, “ Wagambie said.

In response to escalating tensions and isolated instances of violent confrontations in Enga Province, the Royal Papua New Guinea Constabulary (RPNGC) has pledged to remain vigilant and strengthen its presence in the region.

This commitment was declared by Acting Commissioner of Police, Dr. Philip Mitna, who also outlined additional support measures to combat domestic terrorism threats.

Reports have indicated a simmering unrest in recent weeks. The RPNGC has been keenly monitoring the situation and is engaging with local leaders to restore peace and order in the affected areas.

Mitna commended the efforts of political leaders in Enga for calling for calm and directly engaging with constituents in volatile areas.

The RPNGC has launched operations aimed at neutralizing criminal elements and ensuring the rule of law is upheld by all.

“Currently on ground we have 120 soldiers and two mobile squads, MS11 and MS 12. Another two squads are ready for deployment on Standby, should anything happen, said Mitna.

ACP Samson Kua has been assigned to lead specialized efforts against criminal elements in Enga.

“So he (Kua) takes charge of Enga, Hela and Southern Highlands. Every operations that charge of Enga will come under him directly, Mitna said.

The police force is executing search warrants against known agitators and continues to investigate. “Our efforts search warrants have been issued. Some are executed, some are yet to be executed. We are going proactive and reactive. Proactive is basically community policing so as part of our strategy is to deploy Engan based officers from NCD back to their province so they can talk to their own people,” Mitna added.

The RPNGC has confirmed the mobilization of additional mobile squads for deployment to Enga. Long-range recon units and other specialist units from the PNGDF have been inserted to provide up-to-date intelligence on criminal activities.

In a significant development, Acting Commissioner Mitna announced the formation of the Kumul 23 Police Tactical Group (PTG), an elite tactical force combining the best of the police and security forces. The Kumul 23 PTG will provide a precision capability to apprehend domestic terrorist ringleaders, dismantle terrorist cells, and target those who direct these terrorists.

In addition, Mitna announced the formation of the Miok Force, a team of 70 Engan policemen and women based in the National Capital District, who will conduct an extensive awareness campaign throughout the province.

The Miok Force members, familiar with local language and customs, will be divided into six teams covering all six districts of the entire Province.

Mitna urged all Engan elites to join the Miok Force team in the awareness campaign, stating “you are either with us and want peace and law and order to prevail, or you are against us.”
