The signing of an Infrastructure Agreement by Bougainville President, Ishmael Toroama provides a framework to improve deteriorating infrastructures in the Autonomous Region.

The agreement signed during the Pacific Infrastructure Conference is worth an estimated value of USD$4.8 billion (PGK17.5 billion) and involves infrastructural works on government buildings, schools, hospitals, airport, sea ports, bridges, roads and telecommunications.

Toroama said the Infrastructure Agreement represents a momentous step for the ABG, towards building a prosperous future, through substantial advancements in critical infrastructure development.

“The first ABG was elected on 15 June 2005. In the 18 years since then there has been frustratingly slow progress in the delivery of critical Bougainville infrastructure,” Toroama said.

The Infrastructure Agreement is between the ABG and the following Companies:

  • Bougainville Public Private Partnership Limited (BPPPL) is appointed as the Program Manager responsible for fundraising and project delivery of Bougainville Infrastructure Development Plan.
  • Kramer Ausenco (PNG) Limited is appointed as the Project Manager responsible for project design documentation, project management and facilities management of infrastructures under Bougainville Infrastructure Development Plan.
  • Bougainville Islands Group Limited (BIGL) has agreed in principle to provide land to the BPPPL partnership as part of the infrastructure agreement.

President Toroama assured the founder of Kramer Ausenco (PNG) Limited, Frank Kramer, that his Government will collaborate closely under this new Infrastructure Agreement, with the shared goal of delivering urgently needed infrastructure for the people of Bougainville.

“ABG will be working together in partnership with Kramer Ausenco and BIGL to deliver transformative benefits for the people of Bougainville and agree to work closely together to achieve this,” Toroama said.

The Pacific Infrastructure Conference brings together political, business representatives from Pacific Islands, Australia, New Zealand, the USA, Japan, France, and various international partners, including the Asian Development Bank, World Bank, and United Nations Development Programme, making it the most inclusive event of its kind in the Pacific’s history.

Finance and Planning Minister Rainbo Paita announced yesterday in Vanimo that the National Government is committed to delivering major projects in West Sepik Province.

Officiating the launch of the Sepik Coastal Highway, Minister Paita announced funding of key projects for the Province.

This includes major road works between Vanimo and Green River Station, the construction of the Vanimo International Wharf, and the upgrade of health facilities in Nuku and Telefomin District.

The Minister also presented funding for these projects;

  • K3million – Bewani to Imbio Road Sealing
  • K2million – Aitape to Lumi Road Sealing
  • K3million – Nuku to Aitape Road Sealing
  • K3million – Telefomin District Road Sealing
  • K3million – West Sepik Provincial Road Projects
  • K10million – Nuku Level 4 Hospital Upgrade
  • K10million – Telefomin Level 4 Hospital Upgrade.

Vanimo-Green MP Belden Namah commended the Marape-Rosso Government for recognizing West Sepik in these major projects.

“Many past PMs have made commitments only and not delivered. This is the 1st of its kind for West Sepik and my people of Vanimo,”

“I see this Government is serious about developing PNG, and West Sepik is grateful to receive such investment,” Namah said.

Students attending the Mary Immaculate Girls Technical Secondary School in the Gumine District of Chimbu Province are proud recipients of new school facilities.

The new facilities will support more girls every year from Chimbu and the surrounding highlands provinces to access high-quality technical and vocational education and training, improving their skills and broadening employment opportunities in the future.

A 76-bed dormitory, staff housing, student and staff ablution blocks and upgrades to facilities throughout the school were funded through the PNG-Australia Partnership Program at a cost of K6.4million.

“Empowering girls through education benefits everyone, not just the students. It means they can choose their own career paths and support themselves, their families and the community,” said High Commissioner Philp.

Deputy Prime Minister John Rosso said the Government is a strong supporter of empowering women and girls under the Take Back PNG Policy.

“It is important for our daughters to be educated too just like our sons,”

“Infrastructure such as this will provide more beneficial programs,” Rosso added.

The project also included procurement of new laptops, and sewing machines and training for girls in basic office administration, skill management and financial literacy.

“We are changing attitudes about what girls can do and empowering girls to believe in themselves and their abilities, fulfilling the school’s motto, ‘Empower to Serve’,”

“We are grateful to the PNG-Australian Partnership for helping us to achieve this goal and reach even more girls every year with these important opportunities,” said Sr Regina Anthony, the School Principal.

The facilities were opened by Australian High Commissioner Jon Philp, Deputy Prime Minister John Rosso and Gumine MP, Dawa Luckas.

Prime Minister James Marape has urged investors to have confidence and invest in Papua New Guinea.

“My government or the government I lead do not care about colour, which political divide or which religion you come from or what tribe, we want to encourage business investments,” Marape said.

He said this at the groundbreaking ceremony of the K130 million Paga Hill Paradise development – a 22-floor high-end apartments building project.

The luxury accommodation will be built on the added backfield land on the Port Moresby beachfront just as the ring road takes a bend overlooking the old Fairfax Harbour.

Mr Marape said the country is loyal to investors who are loyal to the country.

“This is a country that has shown its ability to repay our investors a substantial amount on return on investment,” Prime Minister Marape said.

Governor Powes Parkop thanked Asian businessman Jimmy Po and other investors for having trust in the Capital city and for their commitment to ensuring modern facilities for accommodation.

He added the city government has devised the “Amazing Port Moresby global branding to promote the city as a liveable city but the government can’t do it alone.

“For me as a governor I’ve been very passionate about making it happen but it’s been taking a long time. But today, the journey has begun and I thank the investors,” Governor Parkop said.

Lead architect Andrew McFadden said the building meets international standards both from PNG and Australia and is a project that involved input from local knowledge.

The building will be constructed by China State Engineering, a company that has its footprint in the construction of hotels and accommodations including the Ela Beach paradise, Toaguba hill paradise and construction of an office building at Waigani.

While the beachfront luxury is yet to be built, interested occupants have purchased 67 units and duplexes out of the 83.

The lowest accommodation is valued at K1.3 million and a whole floor on the 19th worth K10 million has been paid ahead of opening time.

The residential building is expected to be completed after two years.
