PM Visits Haus Krai

Student Killed

Prime Minister James Marape, has visited the Haus Krai of a third- year UOG student believed to be killed in a tribal attack in Eastern Highlands.

The deceased identified as Kapira from Telapo village, Hayapuka LLG in Tari Pori District was brutally slained in Goroka town on 25th August 2023.

Eastern Highlands Provincial Police Commander Superintendent, Michael Welly confirmed that the third year student was killed in Goroka allegedly by a group of men from Unggai-Bena district.

He was believed to have been returning to the University campus after visiting some relatives in Goroka Town, when he was killed in a tribal attack.

PM Marape expressed his deepest condolences to Kapira’s family and thanked village elders Tobby Payabe and Ronnie Kapira for urging family and relatives of the deceased from retaliating and allowing for police investigations to bring those responsible to face the full brunt of the law.

“There is no place for killers in our society and I applaud village elders like Payabe and Kapira for taking a strong stand against ethnic retaliation and letting the law take its course,” Marape said.

The Prime Minister’s visit to Kapira’s Haus Krai was accompanied by Koroba Kopiago MP William Bando and other dignitaries.

The body of late Kapira has been laid to rest in his Telapo village.

Hiri-Lai, an Important Road Link

The day after independence, Prime Minister James Marape flew into his electorate to inspect sections of the Ambua road linking Hela and Southern Highlands provinces.

This section of the Highlands Highway is part of the national government’s Connect PNG road campaign in the country.

Marape said the road will leads to Hides Gas and wa used to carry the construction phase of the Liquified Natural Gas project.

“This road cannot be understated because of the fact that last year, this project delivered K7 billion in all, said Marape.

He said the road remains and important linking for more than 400,000 people in Hela but connects people in Western and West Sepik on one end and Hela and Southern Highlands on the other.

Marape was accompanied by Works Secretary, David Wereh.

Marape: Colorful Celebration

Prime Minister James Marape said reflecting on the nationwide festivities, the 48th Independence Anniversary was well celebrated throughout the country.

The Independence Celebration throughout the country was observed starting on Friday, 15th September.

In Port Moresby, hundreds gathered at the Independence Hill to watch the traditional flag raising ceremony.

Marape explained that, out of respect for the Sabbath, he chose not to address the Flag Raising Ceremony at Independence Hill.

“Yesterday, I placed God first on behalf of our country. Instead of being at Independence Hill, I dedicated my time to meditation and prayer as a Sabbath keeper, honoring God as our creator. My devotion to my country remains unwavering. I stand firm in my convictions to both God and the people of Papua New Guinea,” said Marape.

He said from reports they received, the Independence Day celebrations were excellent in every corner of our beautiful country.

Yesterday, we stood united as one people, one nation, and one country, from Bougainville to the Western regions. He added, “As PNG approached the 49th anniversary next year and look ahead to our 50th anniversary in 2025, let us continue to stand united for the betterment of our nation. Together, we can bring about positive change”.

Prime Minister James Marape lauded international schools (IEA Schools), for their remarkable contribution to the education sector in Papua New Guinea (PNG).

Marape said these institutions have diligently served the nation’s citizens for 48 years, since independence, providing quality education that meets global standards.

He was speaking at the 48th Independence Anniversary celebration at Koroboro International School in Port Moresby.

PM Marape acknowledged the significant role international schools played in the country’s development. The event, themed: “Our Country; Many Cultures, Embrace Diversity”, epitomized the unity within PNG’s rich cultural diversity.

“Koroboro International School is an exemplar of the many educational institutions that have set a high bar for delivering quality education based on moral principles and values to our children,” PM Marape said.

The school, a proud member of the International Education Agency (IEA), has made significant strides in servicing the children of PNG.

It’s Time for Change

Calls for a cabinet reshuffle has been made to Prime Minister James Marape to bring the best MPs from both sides of the house together.

Chuave MP James Nomane, made this remark when reflecting on how the government is addressing the socio-economic challenges in the country on the eve of PNG’s 48th Independence.

“In the last 12 months, the country’s socio-economic indicators have regressed. We just need to look at the lack of jobs, no medicine in hospitals, and the unprecedented crime wave. This is a reality check and an indictment on our ability to manage the nation’s affairs as its elected leaders,” said Nomane.

He said the government is yet to mitigate the PNG’s Youth Bulge Pandemic, create safer
communities, leverage its geopolitical strengths for rapid growth, create mass employment
through foreign direct investment and promote sustainable resource management that gives.
immediate benefits to landowners.

“How can we expect our people to be more and do more when we have failed to create a conducive environment for them to grow, inspire, and succeed,” Nomane said.

He said the government cannot continue to pass the buck and must demonstrate total ownership of the multiple crises affecting the people; Economic stagflation, health system collapse, high attrition rates in the education sector, a weak electoral process, and an upsurge in violent crimes that threatens to spiral into anarchy.

“This Independence Day I call on the Prime Minister to put the country first and do a
complete Cabinet reshuffle that brings the best of both government and opposition MPs
together”, said Nomane.

PNG Opens Embassy in Jerusalem

Papua New Guinea opened it’s newest embassy in Jerusalem on Tuesday this week, becoming the first Pacific Island Country to do so.

This move makes PNG the fourth nation in the world to open a fully-fledged diplomatic mission in the Israeli capital.

“I thank Prime Minister Netanyahu and his Government for facilitating the establishment of the PNG Resident Embassy in Jerusalem as it will ensure smooth and practical flow of our relations to support our socio-economic development,” said Marape.

However back home, PNG Opposition Leader Joseph Lelang says Jerusalem is a disputed territory between Palestine and Israel and opening an embassy in a disputed area may not be a wise move.

” While the Government of the day has the authority to open our foreign mission there. There is a reason why the rest of the world have decided not to move their embassies from Tel Avi to Jerusalem,” said Lelang.

However the PNG Government said its decision to open an Embassy is a sovereign decision based on Papua New Guinea’s Christian principles and worldview that emanate from Israel’s Judaism religion which emphasizes respect, empathy, tolerance and acceptance for humankind.

“Papua New Guinea chose to join United States, Kosovo, Guatamala and Honduras in opening its Embassy in Jerusalem in acknowledgement of our Judeo-Christian worldview that Jerusalem is historically the headquarter of the nation and the people of Israel,” said Marape.

Marape added that Israel is no ordinary nation. From the Judeo-Christian worldview, it is the foundation nation in giving to the world many of the moral principles that we carry as Christians today.

“The value of Christianity is immeasurable. Character of nations are built by values and moral principles, and Christianity – which is deeply embedded in Israel’s faith of Judaism – gives to us our values and moral principles. Papua New Guinea finds its Christian heritage in this country, Israel; as we uphold these values and continue to believe in the God of Israel,” said Marape

The PNG Government will now be identifying a suitable land in Port Moresby for the establishment of a Israeli Embassy.

Prime Minister James Marape has offered land in a special economic zone in Papua New Guinea for interested Israeli businesses.

Marape extended the invitation to Israel Manufacturers Association to engage in business opportunities in PNG, hours after touching down in Tel Aviv on Monday.

“I would like to offer you land. As you give us land for our Embassy here, we would like to offer you land, not just for your mission in Port Moresby, but a big piece of land for a Special Economic Zone for Israeli businesses to take residence in our country to do business, to mount your satellite, and do business,” said Marape.

The Prime Minister flew to Israel to open PNG’s newest Embassy in Jerusalem.

While there, Marape spoke strongly about PNG’s resources in the oil, gas and mining space and sustainable resources in Forestry, Agriculture, and Fisheries.

“We have natural resources in oil and gas, and in our forestry, fisheries and agriculture. We have more than enough land for you to come in and start your businesses, and I am willing to give you tax-free incentives,”said Marape.

He said with PNG’s geographical location in relation to Asia and its thriving markets, Israeli businesses would do well for themselves to invest in Papua New Guinea.

“We are closest to the Asian markets. We are linked to many Asian countries at a government-to-government level. That is the competitive advantage we have over many other countries,” said Marape.

“Together, we can produce, label these as Israel-PNG produce, and export to the world. PNG is close to the Asian market than you are from Israel,” said Marape.

Israel’s main export commodity item has been High Technology Industries offering solutions to improve business, trade and investment, health, agriculture and education .

Senior Advisor on International Relations at the Manufacturers Association of Israel and President of the Federation of Binational Chambers of Commerce, Dan Catarivas said Israeli’s economic has advanced in the last 75 years.

In terms of business establishments in Papua New Guinea, Israel has invested in the Innovation Agriculture and Farming businesses in Port Moresby, East Sepik and the Highlands Region.

With these established businesses, Marape says PNG could partner with Israel to improve how business is managed and operated..

James Marape Speaks Against Killings

Prime Minister James Marape says, the Government is currently evaluating the police structure and the role of the defence force in Enga.

Marape said this in response to the recent killing of five suspected hired gunmen in Enga, whose images were widely shared on social media.

The Prime Minister described the act of violence as a case of “jungle justice” and requires a more peaceful and just resolution to the tribal flights and gun violence seen in the province.

“I want to implore the warring tribes of Enga to abandon violence and also denounce the concept of ‘jungle justice,” said Marape.

Marape said the Police Force has been issued explicit directives to decisively address the ongoing tribal disputes in Enga.

“Police Commissioner David Manning has been mandated to intervene in the persistent tribal confrontations in Enga, to quell the escalation of violence, and to apprehend those who persist in armed conflicts,” Marape continued.

On 15th August 2023, Police Chief, David Manning issued an internal circular to police to use lethal force.

The directive Manning issued read;
“I have directed RPNGC personnel to be prepared to deploy lethal force where it is required and reasonable. Commanders are instructed into respective operational orders.”

The continuous tribal flights and killings in Enga has forced airline companies to temporarily suspect flights into Wapenamanda airport.

While condemning the killings Marape said investigations have been conducted into the financiers of these tribal clashes, many of whom reside outside the province of Enga.

“To all warring factions in Enga, I appeal you to relinquish your weapons and allow the peace initiatives initiated by the Enga Provincial Government to progress,” Marape said.

The three month State of Emergency in Enga is still in place.

Chief of PNGDF, Major General, Mark Goina is now suspended and Deputy Commander, Commodore Phillip Polewara is now Acting PNGDF Commander.

Prime Minister James Marape as Chairman of the National Executive Council said the NEC decision will allow the General Board of Inquiry into the killing of two PNGDF members, the wounding of a soldier and a civilian to continue.

“Therefore to affirm the integrity of the GBOI, and also the dignity of the Commander, NEC took a decision to suspend the Commander under Section 6 (3) (b) of the Defense Act 1974 for three months, or until such time the GBOI delivers its findings,”said Marape.

Goina’s suspenssion today follows a brief report to cabinet by Defense Minister, Win Barki Daki on the shooting death of Leading Seaman, Eric Gwale and Corporal Watata Kutegen on 4th July 2023 at Kupiano.

The two were part of 40 soldiers who underwent training for the Corporal Qualifying Course but were killed on the final exercise.

Initial PNGDF investigations into their killings revealed that they were shot by high velocity ammunitions fired from within 40 meters.

Three soldiers were identified and one has confused to firing the live ammunitions because he had it in his possession.

The Terms of Reference for GBOI covers the shooting incident and expands into any contributing factors which may have led to arms contamination in a training situation.

“As a government we owe it to our men and women of the Defense Force, and especially those who died or were wounded and their loved ones, to find out what went wrong, and how do we fix this wrong. We therefore welcome the General Board of Inquiry that was set up by the Defense Minister,” said Marape

The GBOI is a legal process that will run independently and deliver its findings.

The government will pick up on the recommendations from the GBOI and will address all the issues that come out of the findings.

Appeal on Lae-Kabwum Road Project

A call has been made to Planning Minister and Finschhafen MP, Renbo Paita, Deputy Prime Minister.and Member for Lae, John Rosso and the Prime Minister, James Marape to attend the launching of the Lae-Kabwum Road Project on the 31st of August 2023.

The call by a committee of Lae-Kabwum Road Project wants to see the road connect five electorates and link up more than two hundred thousand people.

Districts included in this project are Kabwum, Finschhafen, Tewai-Siassi, Nawaeb and Lae Open.

The FISIKA Region has a high quality of agricultural products including coffee, livestock and fresh produce of immense economic value.

Committee Chairman Robert Ayang said the road was supposed to be built years back.

“The link has been missing for 137 years since the first Lutheran missionaries arrival in the country and through Morobe. There is currently no road. The only mode of transport used is air by the third level airline,” said Ayang.

The construction of the Lae, Finschhafen, Sialum and Wasu or the FISIKA road will open doors for major economic developments for Morobe.

A team of engineers from the Morobe Provincial Government are in Kawbum District with GPS machines, funded by the Morobe Provincial Government.

Mr. Ayang said, the team covered Burum-Kuwat in Finschaffen District and are now in Kawbum District. Ayang also confirmed that walking is another mode people use, especially from Lae to Indagen in Kabwum and as further to Wasu in Tewai-Siassi District. Mr. Ayang, said the mode of walking has caused a lot of lives due to no road. This includes those that lost their lives when walking from Lae to Indagen in Komba LLG, Kawbwum to attend the 100 Year Anniversary Celebration of the Lutheran Church in 2019.

The committee had already sent invites to the Morobe MPs and the Prime Minister to attend the launching in Indagen, Kabwum District. They’ve called on their Leaders and the Prime Minister to accept the invite and attend the launching. Chairman Ayang said, “In 2019, the Prime Minister, James Marape went to Indagen village to celebrate the 100 Year Anniversary Celebration with the people of Kabwum and made a commitment of K100 million.” Ayang said the PM’s commitment follows an act dramatized by the locals on how people died when walking from Lae to Indagen to celebrate the 100 Year Anniversary Celebration of the Lutheran Church. Ayang said, “To date, nothing has been done concerning the Prime Minister’s commitment, the people of FISIKA Region are still waiting.”

Meanwhile, the Secretary of the Lae-Kabwum Road Project, Sebastian Singery said the office of National Planning has a copy of the Project concept through a submission made by the Provincial Support Improvement Program(PSIP) office in 2021. He said eight districts of Morobe have roads linking to Lae, except for Kabwum and Tewai-Siassi District. Singery called on the MPs and the LLG leaders of the FISIKA Region to unite and work together with the committee for in order to connect the missing link that would benefit the people of FISIKA.
