The signing of an agreement between Chinese company Ramu Nico Management Limited and PNG’s Kumul Minerals Holdings Limited creates a step forward in the Marape led government’s aspiration of down stream producing of nickel and cobalt.

PNG Prime Minister, James Marape who was accompanied by Chinese Ambassador to PNG, Zeng Fanhua, to witness the signing, said this was the transition from PNG being an exporter of raw resources to an exporter of finished products.

“I am pleased to see this vision materialize through the swift response and commitment shown by Ramu Nico Management Ltd, following instructions from the Chinese Government,” said Marape.

The signing comes after a state visit Marape made to China where he met with several heads of several Chinese businesses before a Bileteral Meeting with the Chinese President, Xi Jinping .

During his meeting with President Jinping, Marape received assurances that China takes seriously the practical needs of Pacific Island countries, affirming that “China does not make empty promises.

“I thank the Chinese Government and Chinese companies for recognising the imperative for Papua New Guinea to build a robust and diversified economy through downstream processing,” Prime Minister Marape said.

Ramu Nico Management Ltd, as the majority partner in the world-class US$1.2 billion (K4.12 billion) Ramu nickel-cobalt mine near Madang, will be at the forefront of this transformative venture.

Ramu NiCo’s Coastal Pipeline Landowners Women’s Association (CPL WA) from the Rai Coast District in the Madang Province of Papua New Guinea will be participating in the inaugural Community Affairs and National Content Conference and Expo (CANCONEX) in Lae, Morobe Province as one of the successful association along the projects corridor area.

The CPL WA is a successful women’s landowner group and comprises of three zones that are Bugati, Marika and Siroi.

It has 3000 active registered members who successfully ventured into financially viable projects and businesses.

These have come to fruition from the portion of royalties allocated to the women’s group.

The portion, in most cases, is used as capital to acquire loans from the People’s Micro Bank branch in Madang to buy trucks and dinghies, which are being used as public motor vehicles (PMVs) to serve the local people living within the mining tenement area, venture into other small to medium enterprises (SMEs).

The expo is set to be held at the Papua New Guinea University of Technology (PNGUoT) in Lae, Morobe Province from the 28th to the 30th of August; Ramu NiCo is also a gold sponsor for the hosting of the event.

Ramu NiCo Management (MCC) Limited will attend and participate in the first-ever CANCONEX with the theme of “Promoting National Participation for Sustainable Communities.”

With the encouragement of the President of the PNG Chamber of Mines and Petroleum, Anthony Smare, the conference is an avenue for participants to share their experiences and learn from each other, make new connections, seek opportunities and experience.

Ramu NiCo saw fit that it features one of the best performing and successful landowner groups from the four impact communities to represent their fellow landowner groups.

The successful Women Association from the Ramu NiCo Project in Madang Province is one of the fruitful associations that Ramu NiCo has seen being an active association apart from all the associations in the project’s corridor. Thus, Ramu NiCo thinks highly of this successful women group and other landowner groups coming from afar to attend the CANCONEX.

Ramu NiCo Management Limited continues to uphold one of its commitments of employment in terms of promoting career and promotion opportunities for all staff by continuing to recruit local men and women from the surrounding and project impact communities.

The Health Safety and Environment Department of Basamuk Refinery is going through a hiring process for its Emergency Response Team, of which these local men and women are expected to start work this month.

Deputy HSE General Manager, Paul Thompson stated  “What we are doing first is internal promotions, so where people have shown initiative and have all necessary skills, we are promoting into higher roles.”

Thompson added “Four trainees have been promoted into officer positions and are all local young men. An officer is moving into a supervisory role, who has been here for a number of years and meets all the criteria and we’ll also be bringing in half a dozen new trainees, men and women from the local villages”

Requirements that the company expects from locals is that they have grade eight education, good work ethics, physically fit, and who are willing to take on new challenges.

Thompson added “Over time, these young men and women will learn how to wear breathing apparatus, how to use fire hoses, how to operate trucks, turn the pumps on and off on the trucks, operate road accident rescue equipment; which are hydraulically powered, they will also learn how to enter confined spaces and do height rescues with ropes and abseiling”

Ramu NiCo Management Limited’s Basamuk Refinery has started re-energizing its Health and Safety initiatives; post COVID-19. The Health Safety and Environment Department has been depleted in terms of manpower during COVID-19 but situations are getting back to normal.

Deputy General Manager, Paul Thompson said the HSE Department has a big role to play in terms of the Operational Environmental Management Plan which the company reports to the Conservation and Environment Protection Authority, on a monthly basis.

“We are now putting together a rolling 12 month schedule for the OEMP Compliance, with our monitoring, reporting, consultations and initiatives both within and outside the refinery fence lines and within the neighbouring communities” Thompson said

New recruitments into the HSE team have brought fresh ideas and new skillsets to the department putting the team in a strong position going forward.

Employees are starting to get back into what was pre-COVID or safety normal, and are putting back in place some of the safety initiatives which the Occupational Health and Safety Team are in charge of. For this proper awareness has to once again be conducted prior to the re-introduction of safety initiatives like the breath testing or the Blood Alcohol Concentration Testing and employees self-testing before work if they are unsure.

The HSE DGM said, the OHS Team has gone out themselves and started using the speed guns on Company trucks and vehicles, spoken to the drivers of those vehicles and informing them on why there is a need for them to drive safely instead of giving warnings for breaches straight up.

“You cannot run safety from a desk. If you can’t see it, touch it, feel it, smell it, you can’t understand it and you can’t control, assess and or assist situations.” Thompson said.

He further noted that the safety teams at Basamuk Refinery have gone into using interactive platforms like Toolbox where they share ideas by giving updates of incidents in respective fields of work, measures put in place and what the outcomes were, and are then being given feedback from other participants.

Thompson added that the focus for OH&S right now is on education and awareness rather than enforcement and compliance, and after the safety programs in place are re-energized, then these measures can fully be put back in place.

The Training Department at Ramu NiCo Management Limited’s, Basamuk Refinery has continued its training schedules for employees with a focus on new employees who have no experience in working at certain heights and its safety measures.

Health Safety and Environment Trainer Maria Poha said the training conducted was to introduce these safety measures to the new employees.

“The training is focused on three-point contact when climbing, once on elevated platforms, they must remember to hook on when using the safety harness as well as how to use the elevated work platform’s equipment,” Poha said.

The training began with a theory component and finished with the practical component.

Trainee Dagau Sokar said the training will enable them to work safely at different heights in their respective departments and it also shows what is expected of them when they are out on the field.

Another training like the Permit to Work System and Work and Job Safety Analysis was also conducted.

These will enable the workers to analyze any work-related hazards and come up with better safety measures.

This training is compulsory under the Mining Act, including the Safety and Regulatory Operations of the mine.

Ramu NiCo Management Limited (RNML), through its Community Affairs Department, has chipped in to support a local rugby union team – the Newtown Jabaris.

RNML has supported the Newtown Jabaris with jerseys purchased straight from the dealer Tati Sports, at a cost of over K5000.

Formerly known as the Newtown Malabeks Rugby Union 7s Club, the team is made up of youths in their late teens and early 20s from Malabor Street, in the Newtown residential area of Madang Town.

RNML’s Assistant President and General Manager, Health Safety and Environment, Mr Jason Jia, prior to making the cheque presentation said that the company will continue to support youth activities in Madang, and are happy to assist such sporting initiatives.

Team Captain Dunstan Kaluwin expressed gratitude to Ramu NiCo for the assistance and said the team will wear the new jerseys in the Mayor 9s Tournament, which is currently underway.

The tournament started on the 3rd and will run through to the 25th of September, a four-weekend tournament for both men and women at the Ron Albert Oval in Madang Town.

Landowners of the four project impact areas of the Ramu Nickel Project under Ramu NiCo Management Limited, were paid their royalty payment totalling to K14.8 million for the year 2021 on July 20th, 2022.

The landowner groups that the payments were made to include Kurumbukari, Inland Pipeline, Coastal Pipeline and Basamuk. Kurumbukari got a portion of approximately K8.6 million, Inland and Coastal Pipeline LO’s got approximately K2 million each while Basamuk Los got a portion of approximately K3 million respectively.

All payments made totals to the grand total of royalty payment to LO’s for 2021, including the other years concerned. The recent payments are the 6th made by the company since production began in 2013.

Jacob Winis, Principal Landowner of Memeume 1 and Chairman of the Maigari (Inland Pipeline) Landowners Association said, the royalty payments made by Ramu NiCo has contributed immensely in improving the people’s state of living by having access to basic services.

“The royalty payments made by Ramu NiCo to the landowners has helped us in setting up small Businesses or projects, supporting us with school fees, access to health services and I see that there is actual change” Winis said.

The first royalty payments made were in 2018, for years 2013 to 2017, paid in two separate accumulated payments; first payment of approximately K25.5 million was made in June of 2018. While the second  payment of K8 million plus, was made in the same year for July to December of 2017.

Royalty payment of approximately K16.3 million for 2018 was made in 2019, for 2019, approximately K26.2 million was made in 2020. 2020’s payment of K 17.3 million approximately was made in 2021.

With the most Recent payment of approximately K14.8 million made this year, for 2021. A total of K108.1 million in royalties has been paid since 2018 to landowners.

High Risk Workers of Ramu NiCo Management Limited’s Kurumbukari Mine, engaged in the High Risk Work field, have undergone the Verification of Competency training over a seven week period in March and April of 2022.

The VOC training are for those employees that were already certified but needed to be reassessed in terms of their competency levels to ensure that they are brought up to speed again.

A specialist crane operator with Harness Energy Training Company based in Port Moresby, Palikatap Pokanau, conducted the training including the recent session at Ramu NiCo’s Kurumbukari Mine in July.

“The recent training included overhead crane observation and assessment for 100 plus employees that were put in the logbook in various other training including rigging and dogging” Pokanau said

“About 45 are doing overhead crane training, three were put on the logbook for slew crane operations, over 20 did dogging and another 20 plus doing basic rigging were assessed”

Pokanau stated that certificates are only issued upon results being sent to Port Moresby, and that all training is conducted in compliance with Australian Standards.

Ramu NiCo Management Limited’s newly built and recently opened Kurumbukari Mine Clinic is well equipped with vital medical devices capable of serving more patients.

The clinic has upgraded its capacity from a two bed space to a six bed space clinic. Providing a more spacious and conducive facility for all patients seeking medical assistance. The clinic now houses, two consultation rooms, a dispensary, emergency treatment and treatment room for small wounds and others, observing ward and a waiting lobby.

The vital medical equipment available at the new and improved Clinic include; an oxygenator, electrocardiogram machine, glucometer, multi-analysis drug testing devices, including the Rapid Diagnostic Test kits for malaria and COVID-19 including other devices for basic testing and diagnosis.

The now standalone clinic is capable of serving and accommodating more patients within the mining camp, including locals from surrounding communities unlike at the previous locations. The new KBK Mine Clinic is a day clinic where no admissions are made.

The RNML KBK Mine Clinic has two Chinese Physicians and three local nursing staff who are on a 28 days on site and 14 days off site shift. Three health personnel are always on site (at the clinic) from 8am to 5pm every day.

Nursing Officer in Charge, Cyril Tapasia, who has been employed with Ramu NiCo Ltd for 14 years now stated; “Since it is a day clinic, we focus mainly on work related injuries. Serious cases are only stabilized at the clinic and referred to the Walium or Usino Health Centres while the very serious cases are identified as emergency cases and referred to the Madang Provincial Hospital,”

RNML’s KBK General Manager, Joseph Umare said “It is only fitting for the company to build a facility big enough to cater for or accommodate more patients, because at any one time, there are about 600 to 700 employees on site”

Communities in the impacted areas of Ramu NiCo’s Kurumbukari mine were given a chance to undergo various trainings in the extraction process.

Ramu NiCo has been providing employment for locals especially, since operations began in 2012. The company has so far trained and employed locals in the impacted areas to work in various fields that don’t need specific qualifications.

The Kurumbukari mine, in July of 2022, recruited 22 locals of whom 18 were trained to run and operate the Volvo Articulated Dump Truck and four for excavator trainings from the surrounding communities in the impacted zone.

Their training started on Thursday 7th  July, 2022 and will continue until all the apprentices are familiarized with the functions of the vehicle.

The 18 trainees started off with their T – 1 training at the mine pit and will continue to do their T- 2 Training (800 hours on the job training) and will later be verified based on their competency before joining the work force as qualified Volvo ADT A40E truck operators.

The exercise provides an employment opportunity for locals to work with Ramu NiCo. The 22 locals Selected were from the four major clans around the Kurumbukari Mine site.

This was based on the Memorandum of Understanding (MOA) between Ramu NiCo and the landowners.

Recommendations for training and employment are made by village leaders in the impacted zone of the Ramu NiCo project. Under this program each clan leader who are affiliated with the Company’s Community Affairs Office recommend locals who are able to work in the various fields.

General Manager of Ramu NiCo’s Kurumbukari Mine, Mr. Joseph Umare said the job/employment Opportunity for the mine is given back to the locals as priority.

“Ramu NiCo had been a major contributor of employment to landowners living in the impacted areas Around the Kurumbukari Basin, especially in the Usino Bundi District and parts of Rai Coast District.

The Company recruits 90 % of its employees from Madang Province with the remaining 10%, from other provinces,” Umare said.

He said the training will qualify them to work in the mine’s operations after they finish their T-1 and T-2.

Training respectively including a three-month probationary period. A proud local and trainee Mr. Rex Minembo said, they are very proud to be accepted by the company.

“We are proud to wear the company uniforms and to learn how to operate the mine truck,” Minembo said
